my predecessor, and that His Grace's instructions were not to be exceeded without further and special sanction"
and had further stated in despatch no 41/2 of the 1st of May that I should not express
any opinion on the subject of the gaming houses until I had received your reply to my despatch no 48, your assumption that I should sanction the principle which you had suggested with regard to the expenditure of that Fund
